Looking to soak in the view and ski the slopes in Stowe, Vermont? If you own, manage, or are looking to purchase a short-term rental (STR) property in Stowe, you’ve likely heard about the latest update: the Stowe Short-Term Rental Ordinance. While it’s not quite a full ban on new airbnb’s in Stowe, it comes close.
Passed by the Stowe Selectboard on July 22, 2026, this new regulatory framework introduces significant limits in how STR properties operate in Stowe. Whether you’re already hosting guests on Airbnb or VRBO, or evaluating a second-home purchase for family time in the mountains, understanding these changes is essential to maintaining compliance and protecting your right to rent.
At Mountain View Vacations, we believe transparency and proactive management are the keys to stress-free hosting. We handle all compliance details related to the ordinance for our homeowners, from annual registration to acting as the Designated Responsible Party. Below is a complete, approachable guide for the new Stowe STR rules and what they mean for your property.
The one-sentence takeaway – The new ordinance has a drop-dead date of September 15, 2026. If you are in the process of purchasing property in Stowe and would like the ability to rent it, make sure to register before September 15!
The Core Highlights of Stowe’s STR Ordinance
The new ordinance establishes formal licensing, town-wide caps, and strict operational guidelines. Here are the main takeaways every host needs to know:
1. The 850-License Town-Wide Cap
The town has instituted a maximum cap of 850 STR licenses. Given that there are currently ~1200 licenses already issued, we expect this cap to act as a moratorium on new short-term rentals in Stowe for a number of years. Estimates involving current rates of attrition range from 7 to 10 years.
- Grandfathering for Existing Hosts: If you already hold a valid, compliant license, you are protected under the cap—provided you renew your license on time each year. If you do not renew it on time, you lose the right to rent your property. There is currently no appeals process for anyone forgetting to renew on time.
- New Operators: Since the 850-license limit is already exceeded, no new standard licenses will be issued through direct application.
2. Licenses Do NOT Transfer Upon Sale
This is potentially the most critical provision for real estate buyers and sellers. STR licenses are tied to the property owner, not the physical real estate.
- When a licensed STR property is sold in an arms-length transaction, the license does not convey to the buyer.
- The new owner must submit a new application, and if the town cap is full, they will have to enter the annual lottery system.
- Exceptions: We advocated for expanded carveouts to meet how we see people using their properties. The Selectboard granted some leeway regarding non-monetary transfers (such as transfers into a personal trust, divorce settlements, or transfers between close family members) that will allow license transfer options within 30 days, even for non-homesteaders.
3. The Annual STR Lottery
The ordinance established an Annual STR Lottery:
- Application Window: Unlicensed property owners who wish to receive a short-term rental license can submit a lottery application between June 1 and June 30.
- Drawing: Held via a random drawing around July 15.
- Guaranteed Licenses (Temporary): The ordinance guarantees 20 new lottery licenses available during each of the 2027–2028 and 2028–2029 licensing periods, no matter the number of existing licenses.
- Note: there are strict rules regarding your requirement to respond if you are a lottery winner. Pay attention to the timelines and details!
4. The Homestead STR Exception
Are you a primary resident of Stowe? The ordinance offers a special pathway for local homeowners:
- Stowe primary residents (defined as those who occupy the home for more than half the year and claim the homestead tax rate) may obtain a Homestead STR License for up to two dwelling units on their primary property, even if the 850-license cap is full.
5. Annual Licensing Cycle
- License Year: Runs from May 1 through April 30.
- Renewal Deadline: Existing hosts must renew their licenses prior to April 30 each year to maintain their grandfathered status.
Critical Operational & Safety Requirements
Obtaining a license is only the first step; maintaining one requires full compliance with Stowe’s updated safety and emergency protocols.
| Requirement | What It Means for Hosts |
| Designated Responsible Person (DRP) | Every STR must designate a local contact available 24/7 who can arrive on-site within 45 minutes if summoned by Stowe Police or Fire. |
| 24/7 Fire Department Access | Properties must install a KnoxBox for immediate access during emergencies. |
| On-Site Guest Information | Designated Responsible Party contact information and emergency numbers must be visibly posted inside the rental unit. |
| State Self-Certification | Hosts must complete and keep the Vermont Short-Term Rental Safety, Health, and Financial Obligations form on-site (if sleeping 8 or less). Properties sleeping more than 8 have a significantly more rigorous standard to meet. |
| Tax Compliance | Hosts are responsible for remittance of Vermont Meals & Rooms tax, the 3% STR surcharge, and Stowe local option taxes. |
